He is a former al-Qaeda member who trained militants in camps in Waziristan and Afghanistan. In particular, he was part of Abu Suleiman al-Utaibi's detachment, which fought on the side of Taliban in the provinces of Wardak and Logar in 2010-11. After the withdrawal of al-Qaeda groups from Afghanistan in 2012, most Iraqi militants returned to Syria and Iraq. This experience, according to the IS declaration, will help Shaab Al Muhajir to understand Afghan affairs and establish good contacts with locals.
However, Afghans took it without enthusiasm: "Arabs have nothing to do on our land," "a foreigner in Afghanistan is always a failure," – say local commentators.
It should be noted that this is the first time that an IS has appointed a non-local to manage the ISKP unit. Probably the reason for this decision is that the IS fears that a large number of Afghan and Pakistani intelligence agents have infiltrated into ISKP, and that it will be easier for a foreigner to fight them.
